There does not seem to be a docking station for your model, which would have an On/Off switch.
Without a keyboard I don't think you can switch that laptop on.
You could buy a used keyboard P/N 02K5176 on eBay, such as offered
here
You can download the manual for the i1300 here:

Hello OldArcher,
Welcome to the forum of the ThinkPad community.
I don't have an IBm ThinkPad i1300 series laptop, but I have succesfully fixed some older ThinkPads, so I'll try to help you. You stated that you wanted this laptop to be working - I do not understand what you mean by it, so I'm going to assume two options:
a) You want just to check if it powers on (and nothing besides it),
b) You want to turn it on, install an OS and start normal work on it.
If you want just to check, if the notebook is in working condition, you will have to use a non-metal object (DO NOT USE NEITHER THINGS MADE OUT OF METAL OR YOUR FINGERS to power on the mainboard as if you are not carefull enough you might do a short-circut and damage the notebook, or you might shock yourself with electricity, and that's not pretty) and press the switch under the power on cap (please download the thinkpad manual from the link that was given to you earlier to localise exactly where the switch is placed). If the notebook will power on, it'll run the BIOS. The POST test will detect that there is no keyboard present and show an apropriate error.
If you want to install an OS no it etc. than I am afraid that without a keyboard it is impossible. BIOS will not allow you to go after the keyboard error. Than the only sollution is to buy a model that will work with your ThinkPad (please check the FRU number of the keyboard in the manual - you will know exactly what to look for).
I hope that this will somehow help you.
