Problem w/ Access Connections in Vista x64 as standard user

I'm able to create AC wireless profiles in Access Connections when logged in as a user with administrator privileges. But when I log on as a standard user I can't connect using those profiles - they're available but I can't press "Connect" to use them. Even worse, I can't create new profiles that use either the wireless LAN or wired LAN.

Does anyone know what's behind this and how I can go about fixing it?
