A networking setup question(13.3k picture warning)

The reason why I try to go with this strange setup (diagram below) was because I couldn't get the wireless card(intel 2200bg) working under OS X on X41 tablet(PC#2 in the diagram) and the only possible option I can use to connect the tablet to the Internet wirelessly is through bluetooth, which works out of the box in OS X.

What I am trying to achieve is to find a proper configuration to allow users at both PC#1(the windows 2003 server) and PC#2(PC or Mac) to use the Internet when the connection between PC#1 and PC#2 is Bluetooth PAN.

I guess I am dealing with two issues here, one is the bluetooth PAN settings and the other is the Internet Connection Sharing/NAT Router settings.

I noticed that after I installed the bluetooth software(IVT bluesoleil) on PC#1, the bluetooth adapter didn't get a IP address automatically(it has 0.0.0.0). So I assigned a IP address (192.168.122.1) on the bluetooth PAN on PC#1 ( the IP address is not shown in the diagram). After PC#1 and PC#2 are connected by PAN and Internet Connection Sharing is enabled on PC#1, I found out it didn't work as I planned (User from PC#2 couldn't get online).

I wonder if there is anything I missed here or maybe I am not doing things right.

Get another wifi-card.
Then let both PCs/laptops acquire their own IP and DNS, instead of giving them a fixed IP.
That's what routers/NAT are for.

Unfortunately X41 tablet has this strict white list thing that it only allows users to use intel 2200bg/2915abg cards(which there is no WEP-working OS X driver yet) and very few atheros AR5004X cards(which I don't even know if there is any driver for OS X) according to ltwbook.pdf and forum discussions in the past. While I am looking for one of those compatible atheros wifi cards I thought I might as well try to see if the BT+NAT method works(or not).

Try creating a bridge over the BlueTooth and (W?)LAN networks on the Win2003 machine, so that the bluetooth-connected computer can see router directly. I have connected my phone (K800i) to the router and to the net this way, too :) Though even the InternetConnectionSharing over PAN worked for me, but it needed some setup from drivers and I don't have the BlueSoleil ones.
