I noticed in my X61s that you can't tell when the battery is fully charged, I read the user's guide and found that when the battery indicator stop blinking green then the battery will be fully charged.
But this is inaccurate because sometimes the battery stop blinking on approaximately 79% - 80%. How can we tell that the battery is full especially when the computer is turned off??

If you install what you called "junk" on lenovo preload you would be able to monitor very detailed activity of your battery in Windows:

I don't need to monitor my battery activity while the computer is turned on, I want to monitor it when it is turned of, and yes I don't need the Lenovo Software because it only make it worse.
Please I want to know when the battery is full when the computer is turned off and is plugged into electricity.

Almost all laptops do that. When the batteries are dead they will flash amber color. Plug it in and it'll stay that way till it's over the 10-25% mark then turn green. Once it's reached 80% it'll stop flashing green. The stopping flashing indicates not that it's fuly charged but that it's sufficiently charged to get good usage from it.
The first 80% normally can be charged in 45mins or so then the rest is trickle charged. So from 80-100% can take 2hrs depending. It's part of the design and all the laptops i've seen lately (Dell, HP, Lenovo) all have this "feature" so love it or hate it.
The only other feature i wish Lenovo would implement is a actually battery tester LED on the batteries themselves. Dell has a 5 LED thing. When you press the button it lights up to give an estimate of how chraged it is without plugging it in the laptop. Pretty nice.
