odd shipping status

I finally ordered a 2379DXU on sunday, and it wasn't expected to ship until 12/30. Somehow it shipped on Wed 12/8 and UPS has a odd exception on their tracking page:

I know it should he held here in the US for customs but is it normal for it to be held while still in HK?

Edit: Well I contacted the sales person I delt with and he said it was bring held for customs. Does anyone know if they are now holding packages in HK now intead of when it arrives in the US or both now?
