I have a built-in MC8775 WWAN card and I need to know if it's locked or unlocked.
How to check it?

Who's the original service provider for the card?

I think it's Cingular.
The SIM card is of CINGULAR.
There's an orange '3G' mark on it.

Well, knowing Cingular (AT&T) the card is most likely locked. However, it can be unlocked, unlike cards from some other providers.
