Puzzling recharge behavior on T61p

I just received my new T61p and am generally happy with it. However I cannot for the life of me figure out why its battery recharge works the way it does. I ran a few searches for recharge, battery, and whatever I could think of, but could not find anything relevant.

With my old T43, the battery was recharged whenever the AC adapter was plugged in.

With the T61p, I've set the battery to be recharged when it hits below 20%, and stop when it reaches 40%, since I expect to be plugged in more often than not. However, I found out if the battery is in mid-charge, say 35%, then it will not recharge if I turn off the computer and turn it back on. I will then need to run it down to below 20% before it will recharge.

I realize this may actually be a battery saving measure, but was wondering if there's any other way to, say, force a recharge on the battery? Or at least make it resume recharging so it hits 40%?

You have told it not to charge between 20% and 40%, I believe it is following orders. You need to change the lower parameter.
T61p 6460-67G; 15,4 WSXGA+ W7P x64, no hairdryer.

hmm... how would I set it up if I wanted it to keep charging till 40%, stop, then wait until the battery drops to 20% before recharging again?

There are settings in the the Thinkvantage Power Manager utility which allow you to set whatever you want in that respect.
