Inactive ACCESS IBM button

I have two little problems with my T 40:

1) The 'Access IBM' button only works at startup (interrupt), but not otherwise.

2) While I have the system sounds (and no problems with sounds otherwise), I am unable to get selected sounds like'new mail' or
any of the other options. I have tried everything I knew to find
the cause, but have not been successful.

I would be grateful for adviceand/or suggetsions.
