T23 only boots up with battery, a/c only good for charging!?
Ok, my T23 only boots with the original battery, if I plug in the a/c when powered up, it immediately goes out. Battery in, shut down, a/c then plugged in, it charges the battery. Try powering on with a/c and battery, BoD. Unplug a/c, unplug battery, plug in battery, laptop powers up. Just a/c, hit power button, BoD. This all started when I tried upgrading RAM and forget to remove battery first, as I was putting ram in slot, got some smoke, pulled it our real quick, then the BoD symptoms started. RAM is recognized in one slot or the other when booted up with battery as stated above. Hope this helps solve the mystery, OR helps me solve mine.
Welcome to the forum!
Have you removed the RAM you possibly smoked? To eliminate the RAM as suspect, remove or install original RAM. If you install no RAM, you should get the 1-3-3-1 beep code. As long as you receive that code, your MB is less at fault. Sometimes the "loose inductors" give all sorts of problems. Read the sticky for more info. You will need the Hardware Maintenance Manual for the disassembly part. Good Luck.

What is your OS? How much RAM is on each stick. Have you tried just booting with one stick? If you are running XP, depending on how much RAM you have you might get an error stating not enough RAM to start OS (I have tried with less than 128mb and got the error.). I'm not sure if W2K has a requirement of certain amount of RAM.
Since you do get the code I would rule-out the bad memory slot and/or memory stick. Test the sticks with memtest+ one at a time on each slot. Let the test run at least 3 passes before you determine if the stick is good or not. Hope this helps.

Gently shake your lappy, if you hear anything rattling read this thread Check the inductors.
