So when I got my T61, I immediately reformatted from Vista to XP. I believe the hidden partition is still in tact though. I tried to unlock it in the bios as I had done on my T41, but there didn't seem to be an option on the T61.
Is there a way for me to access the file on the hidden partition to get some of the old programs that were initially installed?

Starting from *61 series lenovo has removed the Pre-desktop security option from the BIOS.
What kind of programs do you mean? If drivers and ThinkVantage applications then you can install them all from lenovo's website:
ThinkVantage Technologies.
Downloads and drivers.
If some other programs then I don't have a solution to your problem, perhaps you can access the hidden partition by any 3rd party cloning or partitioning tool however even were you able to do so you won't find setups or executable files there since the contents would be all cryptic.
I suggest you start from ground zero, go back repair your recovery partition, restore to factory state and then copy or burn the contents of SWTOOLS and SWSHARE somewhere.
To repair the recovery partition give the following solution a try:
How to reenable the F11 function (Product Recovery Program). (It works if you follow the instructions precisely, I've personally tried it)
Or if you've a floppy drive then install the following instead:
Rescue and Recovery - Recovery repair diskette.
