I've just upgraded my T40 from banias 1.5 to dothan 1.8

Strange things happen:
on XP, I can get the cpu to its max speed
on Vista, it can only get as far as 598 mhz (6x). Seems like intel's stepping won't go beyond that.

I haven't upgraded my bios yet but I believe it's not the bios that cause the problem.
Any thought on that?
