T60 restarting habitually

Hi everyone,
I'm helping my friend diagnose a problem. When he puts his computer to shutdown, as the process is going, the computer will restart, cancelling the shutdown effectively. We formatted his hard drive, reinstalled Windows, and it happened again.
Has this kind of problem ever happened to anyone here?
This was a T60 bought in China(shipped from Taiwan). Any pointers/help is appreciated!

Did you run the PC Doctor hardware diagnostics on the system?

What about the BIOS version - is it current?

Any error or warning messages in the Windows Event logs?

It sounds kind of odd that this would only happen on shutdown.
