Can X3 ultrabase charge the battery without notebook on it

Hi all, I have thinkpad x31, but the battery doesn't hold charge and i dont know wheather the battery is dead or from charging circuit. I tested the voltage on the battery itself using multimeter and there was no power at all.

I have x3 ultrabase, i have tried to put the battery on ultrabase connected to ac adapter without notebook attached, trying to charge at about 1 hour and unplug the battery then i tested using multimeter but still no voltage.

My question is, does x3 ultrabase hold charge the battery without notebook attach on it? if does i think i need to buy new battery.
