Restart Not Working

I have a Product: 8743CTO BIOS: LENOVO 7IET33WW (1.14 ) 04/16/2008 that no longer restarts. When I try to restart (using shutdown /r /t 01 or RESTART menu option) it shuts down. I then can't boot up with the power button, and have to remove the battery. Is there a setting that could cause this? Any help is greatly appreciated.
