T60 - issue with permanent scroll down

I have tried everything to fix this, and only a reboot works.

Whatever document I am viewing or IE browser.....it auto scrolls to the bottom and won't let me go to the top, just keeps speeding to the bottom of the display.

What is the setting that causes this...any help would be greatly appreciated.

Do you have to proper ultranav driver?
control panel -> mouse -> hardware -> driver -> update driver
