Welcome to the forum!
Have you tried the gizmo that adjusts volumes? The mixer! That's it. Anyway, open that up and ensure Wave and Master are turned up.
Then also turn up the hardware volume by pressing Fn+PgUp (or whatever key has the volume up icon) like 15 times.

I've had XP on three 600X's and never had this problem, but I never did an upgrade install. All were clean installs.
XP comes with the driver for this chip, so that shouldn't be an issue (but please speak up if you're using a different driver).
There's a "Windows XP installation supplement files" download from Lenovo that notes this fix:

so you might want to try that and follow all the instructions on this page:(New) Support INTEL SpeedStep Processor Issue with 82440MX chipset and Soft audio/soft modem

For you CPU question, the short answer is yes--with some quirks. Take a look here:

Personally I would be more inclined to use Windows 2000 on my 600X (if I was sticking with Windows.) Mine came pre-installed with a Win2k installation and everything was working great.
Also XP can usually use Win2k drivers when XP drivers aren't available.
