T61 - changing processor speed in Vista

HI

I have problem witch my T61 ( w14,1 T7300 Vista HP)
I Can't change speed on my CPU. When I changing power profile to "max battery" CPU is still at 2Ghz...

I installed NHC.. when trying to change speed i get this:
ERROR IN CHANGING THE CPU SPEED

The PM i PM driver are newest version from lenovo.com. I have installed SP1 to Vista.

What can be the problem in my TP?
