PM problem...i can't send them

I've looked thru the rules and didn't find something about mi problem.

I recived a PM from a fellow romanian and i can't send him one back; i get the message "Sorry, but the administrator has prevented you from sending private messages." why me?when?

I hope i posted in the right forum.
