I can't find anywhere on the IBM site about how much it costs to up the support time, i have one year now, i wanna add another year, whats the cost?

Because the Attorney General of those states has decided that the extended warranty is in fact a form of insurance and has stipulated that IBM meet the requirements of an insurance company in order to sell those service plans.

This includes meeting specific fiduciary requirements as well as only being able to offer the warranties through licensed insurance agents.
