T400 WWAN Light comes on even though WWAN is off

Whenever I turn on my computer or turn on from hibernate, the WWAN light comes on. I hit FN+F5 and it shows that it is off. I turn it on then off, and then the light goes off.

Any ideas? Maybe reinstalling driver/software?
If so which driver/software?
