What VGA-to-RGB adapter is needed?

I want to connect my laptop (Thinkpad X61) to the TV. The laptop has a VGA port, and the TV has an RGB port. First, I thought that I could connect both ports with a VGA-to-VGA cable. I bought the cable, but the laptop didn't recognize the TV as a monitor. What adapter do I need to connect VGA to RGB?

Also, if I do manage to connect VGA to RGB, will the picture have a better quality than if I connect VGA to RCA?
