R40 no boot off a/c power and weird voltages

hi guys, i recently fixed my R40 motherboard, the usual reflow, and i re-installed windows. While installing, the laptop just shut itself off on me and wouldnt come back on. After pulling the A/C power, the battery, and the cmos battery, i replaced the laptop battery and it booted again. i then replaced the cmos battery, and the a/c power only to find that it wouldnt charge. so i proceded to remove the battery and test straight off the a/c power and got nothing. Ive since pulled the motherboard out again, and tested a few things. Fuses seem to all be fine(tested with multi meter) but the strange thing is the voltages. I can only find a max of 3.00 volts. ive tested the power supply which has a clean 16v, but as soon as its plugged in, it drops to 1.29 volt at the power socket on the board, and the highest i found was 3.00 volts testing vaious parts of the board. the 2 7RO parts on the board which should have voltages of 3.3v and 5.5v have no voltages at all and everything thats supposed to be 16v is 1.29v and i cannot find the issue.

anbody got any ideas??
