Stargate199's post reminds me that you should be able to use System Restore to fix this. I recommend using System Restore from SAFE MODE, but it can work from in Normal Mode.
To use System Restore from SAFE MODE, press F8 at the beginning of the boot sequence to get the Windows boot menu. Choose SAFE MODE without networking, and once booted up go to Start > Help and Support, and under Tasks, choose Restore your computer (something like that). You should be able to choose a Restore Point from before you broke your system.
I reread your initial post, and you say that SAFE MODE did not accept your password. You need to enter the Administrator's password for Windows XP. If you forgot the Administrator's password (or if it was never set, you can try leaving the password field blank), then I am afraid Windows will have to be reinstalled. Be sure and check whether your Caps Lock key is turned on or not. This can foil a password, as the password is case sensitive.
