since when is XP requiring permissions to access aplication?

and yes I have XP. what is going on, I never had this problem before???? and I am logged in as administrator.

The file may have lost its permissions. Happens sometimes. Boot up in SAFE MODE and check the security tab for the file properties. Change permissions, add an account, and add an owner if needed. If you add an owner, you have to close the dialog box, then reopen it to apply and change permissions.
