T43 desktop messed up.

HERE is a clip of whats going on on my desktop. It only happens when i run on battery and set ATI PowerPlay settings to "Optimal Battery" or "Balanced". "Optimal Performance" works fine. Any idea how to fix it? Is it hardware or software problem?

The thing is that I just bought the laptop second hand and i need to know if its broken.

Laptop is T43 with SXGA+ and ATI X300.

I think no matter what, powerplay downclock your GPU to in battery mode, given there is probably not enough power to run it at full clock on battery.
