Set up Access Connections: LAN > WLAN (a,b,c) > WWAN

Is it possible to set up access connections on vista this way?
  • chose lan (if cable is put in notebook and internet is available over ethernet), if theres no lan,
  • then chose wlan (with preferences to network a, where you take from all of available a networks that network which is nearest, if network a is not available, choose network b), if all these options are also not available,
  • try to connect over wwan, first try fastest available option (umts, then gprs or others)
I would also like to keep network connection card to lowest power level, but increase power level if this would result in a better network connection until I get around x kb/s. I am also curious what of this could not be done on vistas network manager without access connections. Is there also a somewhat "native" intel wwan connection utility tool?
