NumLock Won't Stay on at XP Logon

NumLock Won't Stay on at XP Logon

I am running XP Professional on an IBM NetVista.

I have the NumLock set to "on" in the Bios.

I have the initial keyboard value in the registry editor set to "2", which I have been told is the proper value if you want your machine to have NumLock on as the default setting.

Despite all of this, the NumLock turns off at the XP Logon screen. By the time Windows loads, though, it's back on.

Any thoughts on how to make NumLock stay on at all times unless I actually turn it off myself?

HKEY_CURRENT_USER/Control panel/Keyboard
String value for Num Lock ON in "InitialKeyboardIndicators" is "2".

You also need to set the same here:
HKEY_USERS/.DEFAULT/Control panel/Keyboard

I'm assuming that when Windows loads, it uses HKEY_USERS (with value "0") first for the Logon choice.
After the choice, the HKEY_CURRENT_USER (with value "2") loads.

If both are set to "2", it should work with the BIOS also set to ON.
