does anyone have any information on converting voltage to vid (for use with linux-phc)?
Frankenpad X31.5 (X31 casing, X32 motherboard) 1.8ghz Pentium M processor, 1gb RAM,

I think one of the gui tools did it automatically. Also, older versions of phc understood the Pentium M voltages (the vids changed with the Core Duo). I believe there may have been a formula... if not, then the Intel datasheets have these huge tables matching vid to voltage.

actually, I'm rather confused about how to interperate the vid table. any help?

The formula is in thinkwiki, VID=(voltage-700)/16. Voltage in millivolts.

Oddly enough the table appears to be backwards?

I noticed that too. weird, huh?
so then 0.780v = ~5 vid?

edit: whoa, my windows voltages are way higher than my linux ones (minus the one @600mhz)
anyone know of any good stability tests to test cpu voltages for linux?

They should be the same, unless you're testing one of them wrong. I use prime95 on both.
