What causes "Caps Lock: On" message?/No Caps Lock for emacs

I was having a problem with GNU Emacs for Windows 22.1.1 on my ThinkPad X61 (and don't seem to anymore). Using the Caps Lock key did not work. I have described the problem more fully here:

When I run Windows in Safe Mode it does work. The Emacs maintainers wonder if it has something to do with some other software running, such as whatever makes the "CAPS LOCK: ON" message pop up at the bottom right of the screen when I press caps lock. I have tried disabling the Keyboard Customizer Utility from within its own interface, killing all instances of TpKmapMn.exe, and stopping the IBM KCU Service. None of these things fixed the problem (which I had experienced for months), but after reenabling them and restarting, strangely, I am no longer experiencing this problem.

Strangely, now that I have restarted it seems to work again, but I would still like to know what program causes this label to pop up. Anyone know?

Can't say for sure, but on my system it isn't any of the Thinkvantage software but rather the software installed with my Microsoft external wireless keyboard that does that (because it's battery powered, there's no light on the keyboard itself to indicate caps/num lock status). If you have installed similar drivers they might be doing it.
