Difference between windows vista ultimate in US and UK/EU

Say if for example I buy any notebook in US with Vista Ultimate pre-installed and notebook elsewhere (EU, UK ...), will there be any differences in OS provided.

I recall sometime ago there used to be laws for instace prohibiting export of sensitive crypto techs, hence windows version shipped to other than US countries were cut in that sense. Thats just an example of the kind of features im talking about. Could someone pinpoint those differences for me if any ?

I believe it would also make difference to the regions if you want to play DVDs -> DVD region code

You can change the DVD region 4 times from the original setting. The link you provided says: "you can change the region code to play each DVD (i.e. change region code) up to 5 times.", but I believe that's including the original setting. At any rate, this should not be a factor as far as Vista goes. AFAIK, the region setting is applied to the firmware of the drive.

Vista Ultimate includes all the language packs. I have not read anything about crypto techs.

I'm not really sure about US legislation, but i think they relaxed that a bit.
In the NT4 days there used to be a difference, but none in these days i guess.
