TPFan Control - IBM ThinkPad R40e

Hello,
I`m new on this forum. Few days ago I have downloaded software called TPFan Control v.60. It is super software but I have got problem. This program works, but when I choose smart mode 1, TPFan Control changes speed of fan and after 5 sec. its stops, then again starts etc. Is it normal cycle 7level speed-1 sec. break(1 lvl)- 7level speed etc.? What can I do if I want to turn my fan in full speed all the time?
Second problem is with exiting this application. How do I close this software? Because it`s not finish working after choosing end program.
