[T30] Fan 46P3132 compared to Fan 91P8908

I have a T30 2366-86U and it came with a 2.0Ghz CPU. I got a 2.4 GHz SL6VC CPU from eBay and put it in my laptop, I used Artic Silver on the CPU. I am running BIOS 2.10 (latest) and Embedded controller version 1.07 (latest). My laptop has the OEM 46P3132 fan. As soon as I booted my laptop into Windows I noticed in CPU-Z that it was throttled back to the slow CPU speed (1.2GHz).

I loaded MobileMeter to check the CPU temps and I saw that my temps were getting very high. They were climbing up to about 80c and the BIOS was throttling back the CPU speed. I also noticed that the fan was not even starting to run with any sort of authority until the temps were getting into the mid to high 70s.

I bought a 91P8908 fan from eBay. The 91P8908 fan looks absolutely identical in every way to my 46P3132 fan. The fan opening is the same size, the fan blades are identical in number, size, and pitch. The heat sink is also identical. The fan does have a 91P8908 sticker on the bottom of it, but it does look like someone definitely took the cover plate off the top of the fan. I cleaned the fan out and lubed it. My laptop still runs hot with the 91P8908 fan. Sometimes the fan won't start until the temps hit the mid 70s (like my OEM fan) and my laptop still scales back to 1.2GHz from time to time. My laptop passes every PC Doctor test, this includes the CPU tests, the thermal tests, and the fan test.

Should a 91P8908 fan look identical to a 46P3132 fan? Does anyone know why the fan does not run faster at lower temps, like in the 60c range?
