Restore OS from recovery partition

My sister's T30 I bought her got a spyguard 2009 type virus on it that has taken over the computer and wont allow access to the internet and wont allow a system restore to an earlier date.

She is not very computer literate and I am out of town for 2 weeks. I think if it is possible to do a system recovery and erase and reinstall the OS, it would be easier to walk her through.
Is it possible to do a system recovery from the recovery partition and reinstall OS?? I dont have any CD's for that laptop, I was told it had the recovery partition. She needs her computer for work, but doesnt care what gets erased if we can get OS back on...

Malwarebytes can get rid of it, but she'd have to download it on another machine and put it on a thumb/flash drive or similar removable media, then install it on the T30. If you want to do a system recovery, tell her to hit F11 on boot.
