csspwdrecovery_tool.exe - Password Manager

I've lost all my passwords inside "Password manager". Totaly empty. Without any reason. Just gone.
By a coincident I noticed a file inside C:\Program\CSS called csspwdrecovery_tool.exe, (tentatively CSS Password Manager Recovery Tool).
Anybody who knows anything more about that file??? It sounds at least as a file I realy would use.
