Windows 2000: strange thing afther keyboard change

Hello,

my IBM Transnote came with a German keyboard.
Main difference between a German and a US keyboard is that the "Y" and "Z" are swapped.
I installed Windows 2000 on the Transnote when the German keyboard was still in place.
So I set my "Input locale" (in Regional Options) to a German keyboard layout.
Worked fine.
However, in the Netherlands we normally use a US keyboard. So I ordered a US keyboard for my Transnote. I received it yesterday and replaced the German keyboard with the US one.
Then I changed the "Input locale" settings in Windows 2000 to US keyboard.

The following strange thing is now going on.
When Window 2000 boots up and asks me for my user ID and password, the keyboard layout is still German. As soon as I've entered my user ID and password and Windows 2000 has started up, the keyboard layout is US (checked in allmost all applications I've installed).

I've installed SP4 and all the updates from Microsoft for Windows 2000.

Any clue why the keyboard is still German at the logon prompt and how to fix this?
