T22 says batterys charging,says has charge but no go

Just recently baught a T22 and then a new battery for it as the old one seemed dead

Ahyhow heres the problem the system says that the battery is charging (solid orange light) but it seems not to charge and the system also does not seem to take any power from the battery (pull out AC cord it goes off) the battery reports 14% in it. The battery meter also says "on AC power".

I have read on the forum about fuses and power boards but I am well and truly stuck. Is this going to be of uneconomical repair? (like what happened with my 600E )
