Thinkpad T22 can't get full screen at 1024x768 resolution
I purchased a used T22 with no operating system. I loaded Windows 2000 and then went to the IBM website and installed the video drivers they had available for my model. Next I changed the dispaly setting to 1024x768 and found that it would not load full screen. There is a black bar all the way around. When I change the setting to 1400x1050 it goes full screen. I understand that this is probably the native resolution, but I would still like to be able to run full screen at 1024x768. Does anybody have any suggestions?

Ah, you have screen expansion disabled.
Reboot the system and go into BIOS. Check through all the menus - there should be an option to scale up lower resolutions to fill the entire screen.

is there an OS on that T22..?
if so and if it is windows, have you used display properties to be sure that you are at the correct resolution..?
we need more info here..

I don't know why the displayed area isn't filling up the entire screen. Maybe somebody with an SXGA+ T22 could better answer your question.
As for the "fuzzy font" problem, there is probably nothing you can do. LCDs often do not scale down in resolution well. I don't think I have ever seen a high resolution LCD scale down to a lower resolution without loss of sharpness
I would just try to enjoy the extra desktop space offered by 1400x1050
