Problem with IBM Predesktop area

I have a problem with IBM Predesktop area.
When I turn On computer I can see only IBM Thinkpad logo (logo of Predesktop area), and nothing happens after, It will not boot Windows!

I cannot boot OS after Predesktop area.
Also, if I enter in Predesktop area I cannot see "Startup menu"!
I have all other menus, but no Startup menu.
It was there few months ago, but now it isn't!

I can only start Windows if I press several times F12 and then choose Hard Disk to boot Windows.
(This is not menu from Predesktop area).

My computer is: R40 (2684-KTG). BIOS is latest and I had no problems with computer until yesterday when this problem occurred.

So, what to do?
How to fix Predesktop area?

These are two different things. The IBM logo appears when doing the POST (Power On Self Test). The Predesktop area is what appears when you push the "thinkpad" button prior to the OS loading. The Predesktop is explained here on Thinkwiki.
Do you hear the cd drive spining like its trying to start from removable devices? (Needing you to manually skip the bootable devices to start Windows)
Do you get the blinking cursor if you let it sit there?
