T21 - how to force CPU to run at maximum frequency in W2K?

I have T21 with Pentium 3 800MHz processor and running W2K SP4, but I discovered processor is always running at 650MHz and not at full frequency 800MHz, how can I force processor to run at maximum frequency?

I tryed different settings in BIOS, I have Speedstep set at Automatic, AC at maximum and Battery at battery optimized.

I have installed Speedsted utility in W2K, it shows me processor is running at Battery Optimized Performance and I'm unable to change setting to Maximum performance even with removed battery it's always running at 650MHz and not full 800MHz.

I tryed to disable Speedstep through utility in W2K but it didn't helped, I tryed to disable Speedstep but it didn't helped, processor is always running at 650Mhz, it's running at 800MHz only in BIOS.

In past I had no problems in W2K with running at full speed but I dunno what have changed and how to fix it, any idea (except reinstall W2K)?

You need both AC and a charged battery to get the full speed.

I tryed ofcourse also AC and original IBM battery inside but it doesn't help. I tryed NHC but it can't change multiplier, it wil show me error message when I'm trying to change multiplier for maximum frequency.

Now I have batter installed, AC plugged in, BIOS settings at defaults with Power management at Automatic (Speestep, PCI and some 3rd thing...) but processor is always running only 650Mhz instead 800MHz.

I'm also getting at start of computer error warning about corruption of network adapter or something like that and battery is not working well, NB can work with it only for few minutes without AC.

Like I said before, you also need to have a charged battery, one that works like at least an hour, not for a few minutes!

So there is no way to force CPU to run at maximum frequency with weak battery even connected to AC (without battery) ? Only solution how to have full frequency is buy new battery, nothing else?

I'm afraid that's the only solution.
Buy a T30 battery instead, they cost the same, but have a larger capacity.
(T20/21/22/23 batteries do NOT fit in a T30 however!)
