I downloaded Mobile Monitor (MM) and noticed that my CPU was running at 1.30 GHz instead of the 600 MHz it was supposed to be running at (my power profile in Battery Maximizer set to very slow).
I rebooted my system and ran MM again and confirmed a 600 MHz speed. I then ran 3DMark2001SE and got a score of 3150, which is in line with what I know is the right score when the CPU is at 600 MHz.
I then put my computer into standby and brought it out of standby. MM reported my CPU speed jumped to 1300 MHz! I ran 3DMark2001SE again and sure enough, the score this time was 3800, which is in line with what I know is the right score for the CPU at 1300 MHz.
Same results occured with Hibernate.
I have tenatively concluded that the Battery Maximizer and power management software does not work properly with Hibernate and Standby.
One can get the CPU back to the lower MHz rating by switching the power management profile to another setting that uses the lower speed when plugged in.
Edit - For some reason SpeedStep is once again working fine after return from standby and hibernate. I'm not sure why but I did update the IBM PM software.
