R51 - not showing a charge (But the charge is happening)

I have a very peculiar problem I haven't seen anyone ask before. My R51 thinkpad charges fine, but only up to 98%, and in a weird way. I have never seen the battery icon in the bottom right toolbar thing go away, and yes, it is checked on Always Show in Taskbar but when its plugged in, it should show the cable symbol instead of the batteries. When the laptop is turned off, the charging light does not show up.

This doesnt seem like a big deal, but I have another problem. When the laptop is unplugged, and uses battery power, and I plug it back in, it doesnt charge unless I turn off the laptop and unplug the cable and take out the battery for a few seconds. I just bought a new battery a few days ago.

So this isn't a SERIOUS problem, but I would like to know why this laptop is acting so weird.

If your battery is not an OEM battery, there's your problem.
