Map "FN" key to external USB keyboard

Is there a way to map the internal keyboard's FN Button to an external keyboard key combination? I could do it with a Lenovo utility in Vista and XP but no such utility exists for Win 7. Can this be done?
I leave my W700 closed in the docking station much of the time and I miss the FN keys functionality on my external keyboard.
