RR will not install on fresh windows 7 upgrade

I have upgraded XP professional into Windows 7 profressional on my T60p. I have perfomred complete upgrade and totally erased previous version of windows. I have downloaded rescue and recovery from the following link: http://www-307.ibm.com/pc/support/site. ... MIGR-73612
When installing RR I get the following message:

Error 2501A. A file required to install rescue and recovery environment could not be located. The set up cannot proceed. Make sure that the correct .tvt file is located in the same folder as the set up package and restart this set up.

What am i doing wrong?

Symptom

During installation of Rescue and Recovery you may receive the following error message:

Error 25011. A file required to install the Rescue and Recovery environment could no tbe located. The setup cannot proceed. Make sure that the correct .tvt file is located in the same folder as this setup package and restart the setup.

Solution

Your regional and language settings may not match the language version of Rescue and Recovery that you have downloaded. Download and install the full install file including all supported languages.

the link you have provided does not have RR for windows. so i downloaded this file
Rescue and Recovery 4.3 full install file including all supported languages (595MB)
from this link

and i still get the same error.
