network connections freezing on enable/disable, plug/unplug

i have this new bug in my system,
when i enable or disable a network connection, by right clicking the connection in my network connections, it freezes up the network connection.
if i'm disabling, it'll say it's disabled, but next time i enable it, it fails.
this occurs with ethernet or wireless.

i also just noticed, when unplugging an ethernet cable, the connection will then say it's unplugged as usual.
when i plug it back in, it will change to say it's disabled.
if i try to enable it, it fails.

plugging/unplugging the AC power may be affecting it too.

there are other variations of this problem too, basically, it's not doing what i'm clicking for it to do.
and then when shutting down, the system hangs up.

i just did a rollback to fix another bug in my system that caused bsod when waking from sleep, which is no longer happening, but i had this network connection problem before doing that rollback. and now have it again.

i've updated to all the newest drivers,
i don't use thinkvantage access connections,
anyone else with this problem?
