query regarding WTB policy - buying new laptops on the forum

hi everyone,

ive gone through the FAQs but could not find an answer to my question. What i want to know is that since im living in india and can't use the awesome techdeals which get published on this great TP forum, is it possible to post a WTB for such a techdeal and offer a specific amount of commission for anyone residing in USA and offering to buy it (using the discount coupon) and ship it to india?

or will this be against market rules?

plus could we have some rules hammered out by the mods to see what time is appropriate to pay, say in advance 25% of the cost or so. Preferably have some trusted sellers designated to handle such transactions (purely non commercial) specifically?
