Used motherboard purchase

When looking at the online adds many sellers describe their used motherboard as "boots to bios" or "100% tested", should those two descriptions be considered equal? I do realize the bios could be locked and that question could be asked of the seller.

If you don't know the seller, don't buy from him/her/it.

I bought three T30 motherboards on eBay (from 1 seller) which were advertised as 100% tested.
One mobo was so corroded, it didn't boot at all.
The other 2 had no video output on the LCD, a common problem with T30 mobos.
It goes without saying that I got my money back from this otherwise reputable seller.

I don't have a spare T43 planar at the moment, but if you post a WTB in the Marketplace I'm sure someone will come to the rescue...
