Speedstep on T400?

Have installed NHC, the clock speed doesn´t vary, no matter what preset I use from the thinkpad battery manager, also NHC don´t allow it. What happen? Is NHC just out of date? Any other tool that works? Or simply is ok an the speed can´t be modified?

Edit: NHC is out of date. Righmark clock utility shows ok the correct speeds.
