ThinkPad Power Manager

This IBM press release mentions a new ThinkPad Power Manager which

"The Power Manager gives users control over the thermal management of their notebook PC, specifically the processor speed and the speed of the fan that cools the processor, two devices that significantly impact battery life"

Is this something new for the T43 or is it a software upgrade that is available for the T42?

Anyone? This seems like a reason to go with a T43 over a T42? Is it something new to go along with the sonoma chipset?
