If by "plastic cover" you mean the writing surface on a -100 panel (not the bonded writing surface of a -101 panel), yes it takes about 1 minute to remove it.

Just edge a thin plastic knife into the adhesive foam that secures the writing surface to the panel, and work your way around the edge.
