Turning off USB ports when t60p is in standby mode?

I am running a t60p 2007 with XP SP2.

I've done some searching and I have been finding people who want to leave there USB ports on, but I want the exact opposite. I don't want my USB powered hard drive spinning "all night long" (sorry lionel) with the computer in standby mode. Apparently in Windows 7 it turns it off, so there must be some feature hidden in the power manager that I didn't see...but I have looked far and wide for a solution to this minor problem, including looking in the BIOS settings, and I have been unsuccessful in finding anything.

Anyone know how to get around this?

Until you find a software solution, unplug the USB cable before you walk away...

In the BIOS setting i thought that says "Always on USB" - in Windows 7 however you can go in Power Options and turn off Selective Suspend. On the default Balanced plan with AC adapter plugged in it is enabled.
